The RPGP is the broader of Kansas's two RHTP grants, covering Rural Health Clinics, Critical Access Hospitals, and Federally Qualified Health Centers. Where the REH/CAP program is targeted at specific at-risk provider types, the RPGP is designed to expand the RHTP funding footprint across the rural provider ecosystem.

For Rural Health Clinics: RHCs are the largest eligible entity class in this program. Many RHCs in Kansas have never received direct federal grant awards — they operate as private practices or hospital-affiliated clinics that receive Medicare and Medicaid reimbursement but have limited experience with grant compliance infrastructure. The RPGP is a significant opportunity, but the 2 CFR 200 methodology requirement is a real barrier for RHCs that haven't previously had to document indirect costs.

For FQHCs: FQHC applicants typically have the strongest existing compliance infrastructure — Section 330 grants require 2 CFR 200 compliance, and most FQHCs maintain active SAM.gov registrations. The main preparation task is confirming that your existing indirect cost rate or cost allocation methodology is current, documented, and specifically references 2 CFR 200 (some older FQHC cost allocation plans reference predecessor OMB circulars).

For CAH applicants: if your organization qualifies under both REH/CAP and RPGP, you may be eligible to apply to both programs. Confirm with KDHE whether dual applications are permitted before the April 3 deadline.

Timeline: With a close date of April 3, 2026, organizations have a narrow window. If you do not have active SAM.gov registration and written 2 CFR 200 methodology documentation today, start both immediately in parallel.
