Analysis
Kansas moved faster than almost any other state, opening two separate grant programs within months of receiving its CMS award. KDHE chose a grant model over a procurement pathway, which means standard 2 CFR 200 grant compliance applies across the board. The REH/CAP and RPGP programs target different provider types — CAHs and tribal entities for REH/CAP; RHCs, CAHs, and FQHCs for RPGP — so eligible organizations should evaluate both before assuming they qualify for only one.
