Nebraska RHTP Compliance Prerequisites

What your organization needs in place before applying for RHTP sub-grants in Nebraska.

Multiple application windows are open now. Nebraska DHHS has released three simultaneous RFAs with deadlines of March 17, April 8, and June 1, 2026. If your organization has not already confirmed these prerequisites, act immediately — the March 17 window may have already closed. These are the compliance requirements your organization must have in place before submitting to any Nebraska RHTP RFA.

Nebraska DHHS is using a direct competitive grant model — organizations apply to DHHS directly, not through a hub intermediary. This means DHHS acts as the pass-through entity and will apply federal grant compliance standards consistent with 2 CFR 200. No state-specific procurement portal equivalent to Washington's WEBS has been identified for Nebraska RHTP. Applications are submitted via DHHS-specified channels (contact DHHS.RHTP@nebraska.gov for submission method per RFA).

The three published RFAs (RHTP-1.2, RHTP-3.3, RHTP-4.4A) do not publish their full compliance prerequisite language publicly at the search-accessible URL level — the RFA PDFs returned binary content and could not be extracted in this research session. The requirements below reflect the federal baseline applicable to all DHHS grant recipients; organizations should download the RFA document for each opportunity and verify any additional compliance requirements cited therein.

SAM.gov registration with an active Unique Entity Identifier (UEI) is a federal baseline requirement for organizations receiving federal pass-through grants. If your organization does not have an active SAM.gov registration, registration or renewal takes 7–10 business days. Do not wait — the April 8 and June 1 deadlines are within the minimum registration window if you start after March 22. Check status at sam.gov. Annual renewal is required; lapsed registrations are the most common compliance failure at the pre-application stage.

Organizations receiving federal grants through DHHS must have a written cost allocation methodology consistent with 2 CFR 200 Subpart E. Nebraska's RFAs serve a wide range of entity types — from food cooperatives (RHTP-1.2) to tribal health facilities and FQHCs (RHTP-4.4A) to local governments (RHTP-3.3). Methodology requirements differ by entity type: local governments follow government-wide cost principles; nonprofits follow nonprofit principles. Organizations that have never formalized a written methodology should do so before applying. Tribal organizations operating under 638 compacts have specific cost principles under 25 CFR Part 900 that may overlay 2 CFR 200 — verify with your tribal attorney or grants manager.

Organizations expending $1,000,000 or more in total federal awards in a fiscal year are subject to Single Audit under 2 CFR 200 Subpart F (threshold updated in 2024 from the prior $750,000). Nebraska DHHS grant awards in prior programs have typically required a clean audit history for larger awards. No published Nebraska RHTP RFA has been confirmed to require clean audit as a review criterion, but organizations with unresolved findings should address them before submitting — DHHS will request financial statements as part of the review process.

Tribal organizations: RFA RHTP-3.3 explicitly names Indian tribes as eligible applicants. Tribal health departments operating under ISDEAA 638 contracts should confirm whether their governance structure and financial systems meet DHHS's reporting requirements. The Omaha Tribe, Ponca Tribe, Santee Sioux Nation, and Winnebago Tribe (Ho-Chunk) are Nebraska's four federally recognized tribes and are eligible under the general eligibility language.

Food and agriculture entities (RHTP-1.2): Producers, food cooperatives, and food pantries are an unusual applicant pool for federal health grants. Organizations in this category that have not previously received federal pass-through funds should plan additional time to establish SAM.gov registration, financial management systems, and cost allocation documentation.

Required Prerequisites

SAM.gov Registration

All federal sub-grant applicants must have an active System for Award Management (SAM.gov) registration at the time of submission. Registration takes 7–10 business days for initial setup or annual renewal. Your Unique Entity Identifier (UEI) is assigned through SAM.gov. Do not wait until the application window opens to check your status.

Cost Allocation Methodology (2 CFR 200)

You must have a written, consistently applied cost allocation methodology that documents how shared costs are distributed across funding streams. This does not need to be complex, but it must be written and board-approved. An informal practice that hasn't been reduced to documentation will not satisfy this requirement. The methodology must be in place before you apply — not after you receive the award.
