Delaware RHTP Compliance Prerequisites
What your organization needs in place before applying for RHTP sub-grants in Delaware.
Delaware's RHTP RFPs are open. Governor Meyer announced on February 9, 2026 that competitive solicitations are accepting applications for six of Delaware's fifteen RHTP projects. These prerequisites must be in place before submitting. Additional RFPs will be released on a rolling basis. Access all active solicitations at mmp.delaware.gov/Bids and confirm individual deadlines directly — close dates were not published in the initial announcement.
Delaware's RHTP is administered by the Department of Health and Social Services (DHSS), Division of Public Health (DPH). Delaware is using the state procurement portal (mmp.delaware.gov/Bids) as the application platform — this means solicitations are structured as state procurement contracts rather than traditional federal sub-grants in some cases, though 2 CFR 200 flows down from the federal cooperative agreement. Delaware's award totals $157,394,964 with 100% federal funding from CMS/HHS. No state match is required. Sub-awards are competitively selected through Delaware's procurement portal. Organizations unfamiliar with Delaware state procurement should register at mmp.delaware.gov/Bids and review the system's requirements for vendor qualification. Confirm whether each specific RFP lists SAM.gov/UEI as a stated prerequisite by reviewing the solicitation document at mmp.delaware.gov/Bids. Allow 7–10 business days for initial registration or annual renewal.
2 CFR 200 Uniform Guidance requires all federal sub-recipients to maintain a written, consistently applied cost allocation methodology. No Delaware RHTP solicitation has cited this as a stated prerequisite in accessible materials, but it is implied by the federal funding structure. Delaware's procurement context — using a state contracting portal — means some solicitations may be structured as procurement contracts rather than grants. If the contract mechanism applies, 2 CFR 200 sub-recipient provisions may not apply in the same way as a traditional sub-grant. Clarify the contract mechanism with DHSS for each solicitation before assuming 2 CFR 200 cost allocation requirements apply.
The 2024 revision to the Uniform Guidance raised the Single Audit threshold to $1,000,000 in federal expenditures. Given the award sizes in Delaware's budget — Health Hubs at $5.5M, Telehealth at $5M, and much larger investments in medical education and workforce — most organizational sub-grantees will exceed the Single Audit threshold. Delaware has not cited clean audit history as a stated eligibility criterion in published materials.

All federal sub-grant applicants must have an active System for Award Management (SAM.gov) registration at the time of submission. Registration takes 7–10 business days for initial setup or annual renewal. Your Unique Entity Identifier (UEI) is assigned through SAM.gov. Do not wait until the application window opens to check your status.
Cost Allocation Methodology (2 CFR 200)
You must have a written, consistently applied cost allocation methodology that documents how shared costs are distributed across funding streams. This does not need to be complex, but it must be written and board-approved. An informal practice that hasn't been reduced to documentation will not satisfy this requirement. The methodology must be in place before you apply — not after you receive the award.
